Cuba's activism in civil cooperation has been commonly considered as much more continuous, diversified and extended to a greater number of countries in comparison to the military aid offered, mainly in Africa, as support for self-determination and post-independence projects in the global South. However, within the aspired decolonization of the 1970s and 1980s, the structures of Cuban educational aid have raised questions about whether these offers generated relations of domination and new dependencies or whether, on the contrary, they promoted the self-sufficiency of the Third World. This project aims to analyse which of these variants typifies the cooperation experience of the Cuban Youth Island's International Scholarship Program, which consists of a large investment in close to 40 countries in Africa, the Middle East, Asia and Latin America. Taking into consideration the complicated global, national and local scenarios of the initiative’s framing, how did then Cuba address the challenges posed by the massive dimension, intergenerationality and multiculturalism of the program ―especially in the order of transfers in education? A holistic and interdisciplinary analysis of this experience will take not only the institutional view into account ―that is, the program’s purposes and its administration―, but it will also consider those views from below, the long term in the students' itineraries and worldviews, as well as the impacts of that education in the future. Likewise, the results of the research could contribute to the contemporary debate on the formulas of "aid" that are effective in confronting what has been described as a world crisis of quantity and quality in education.
