This research aims to analyse the socio-political processes of integration of the system of generation and transfer of knowledge and learning, anchored to the electronic-computer and telecommunications sector in the state of Jalisco, Mexico, particularly in the Metropolitan Area of Guadalajara, steaming from the industrial reconversion of the beginning of the 21st century. These processes ultimately appear as the conformation of a strategy of sub-national economic development in the context of globalisation.

The analysis will be made from two theoretical references; the first one based on innovation systems and the second on complex associative systems. It aims to answer the questions: what have been and how have they interacted the socio-political processes that have allowed to establish a collective effort of institutional and social learning in Jalisco? Socio-political processes are defined as the changes and interrelationships in time of the complex associative integration mechanisms of the system: mutual trust, translation, negotiation and deliberative rationality.

Therefore, the research focuses on the micro and meso levels of analysis, in Jalisco; But also considers the macro and target levels as a counterpoint to the study, that is, the trajectory of Mexico, as well as the changes in world capitalism taken as frames of reference for the new patterns that have marked the economic development of backward countries.
